Rebecca, a 47-year-old Asian elephant, stands in the acreage provided to her by the Peforming Animal Welfare Society in San Andreas. Charging that California zoos fail to provide sufficient space or humane treatment for elephants, Assemblyman Lloyd Levine, D-Van Nuys, has introduced legislation requring zoos to provide a minimum of five acres for every three elephants in captivity and to ban bullhooks and chains used to herd and secure the animals.
