Charging that California zoos fail to provide sufficient space or humane treatment for elephants, Assemblyman Lloyd Levine, D-Van Nuys, has introduced legislation requring zoos to provide a minimum of five acres for every three elephants in captivity and to ban bullhooks and chains used to herd and secure the animals.
